Innovation capacity refers to the ability of public organisations to be innovative and cultivate ways of working to address complex societal challenges. Innovation capacity encompasses various factors that indicate whether a public organisation has the skills and knowledge to implement innovative practices; it can be defined as a set of arrangements that enable and support innovation. The innovation capacity of the municipality is therefore pivotal in the implementation of innovative projects, such as MOVE21. Innovation capacity is a multifaceted, overarching concept and can be operationalised into five elements: leadership, organisation, knowledge management, network and learning.
